KMPG’s analysis of NYCHA financial data found that 41 percent of delinquent accounts owed more than one month of rent, and that on average, NYCHA billed tenants $200.1 million each month, which includes current rent plus back rent and arrears, but collected only $89.2 million, or 45 percent of what it was owed.10, NYCHA’s operating costs have continued to grow even as the number of units its portfolio shrank.
